On Thursday, Prime Minister Stephen Harper, and Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, announced that Canada will not participate in events to commemorate the 10th anniversary of the adoption of the Durban Declaration and Program of Action (DDPA) in September 2011.

An internal caucus revolt has forced NDP leader Jack Layton to revise his party’s position for a second time on Canada’s participation at the United Nations conference on racism, to be held in Geneva next year.

Canada’s support for the United Nations has been a pillar of our foreign policy since 1945. The Atlantic Charter, signed by Roosevelt and Churchill in the midst of the Second World War, expressed the deep hopes of a world battered by hatred and vicious men seeking world domination, a world seeking a new order based on justice and freedom. That dream came to fruition at the San Francisco Conference in 1945, where Canada and Canadians played a key role.

Mr. Speaker, after some initial confusion, the Liberal Party members came out in support of our government’s decision to withdraw from the Durban process. I commend them for that.

Mr. Speaker, in 2001 the Liberal government lent Canada’s good name to a world conference against racism in Durban, South Africa, that quickly degenerated into an anti-Semitic hatefest, complete with reported displays of Hitler glorification.
