Statement Relating to Subject Matter of Prima Facie Breach of Privilege

 Mr. Speaker, I really am struggling to understand this. You found a prima facie case, but it was up to the House to determine whether or not there was in fact a breach of privilege. The House did find a breach of privilege based on the content of the mailings. It was not just that they were mailed. It was the content of the mailings.
 
 Therefore, if the contents of the mailings are being repeated in the House, could that again constitute a prima facie case of privilege?

Mr. Speaker, once the Speaker has ruled that there is a prima facie breach of privilege and the House votes on a motion deeming that there is in fact a breach of privilege that has taken place and has referred it to the procedure and House affairs committee, for a member to subsequently rise and dispute the facts which were laid before the House and voted on in the House, would that not be a continuation of the breach of privilege?

She said: Mr. Speaker, I am delighted to introduce this bill to amend the Criminal Code.
 
This bill makes it an offence to commit an act of mischief in relation to property motivated by bias, prejudice or hate based on religion, race, colour, sex, language or sexual orientation.

Mr. Speaker, as you know, I am the one who rose in this House yesterday to raise this matter of privilege. I spoke briefly on it at that time and I would just like to acknowledge the statement by the hon. member for Ahuntsic.
 
The hon. member admits in this House that she has failed in one of the fundamental duties of a member of Parliament, which is to act and to work with diligence and care and to make use of the human and material resources allocated to us by the House so that we may fulfill our responsibilities as members.

On Monday, February 1 at 10:59 a.m., I received on my House of Commons BlackBerry an email from the member of Parliament for Ahuntsic. This email, from the list of names to whom it was also sent, appears to have been sent to all members of this House.
