Gilad Shalit

    Mr. Speaker, Gilad Shalit, abducted during a ceasefire arrangement, has been held incommunicado in Hamas-ruled Gaza for over four years. Accordingly, we call upon the government to ensure that the International Committee of the Red Cross, the Quartet and humanitarian agencies uphold the relevant standards of humanitarian law, including proof of life, visitation rights and communications between him and his family, as a bare minimum.

Israeli MIAs

    Mr. Speaker, I am pleased to present, pursuant to Standing Order 36, the attached petitions signed by hundreds, probably thousands, of constituents from the riding of Thornhill. They were marshalled, organized and acquired by the hard work of Renanah Goldhar and Mothers for MIAs.

The petitioners protest his abduction from Israel during a ceasefire arrangement with Hamas-ruled Gaza, where he has been held in complete isolation for more than four years and, as the petitioners note, has been denied any and all rights afforded to him under international humanitarian law.

Canada Condemns Killing of Four Israelis

Canada strongly condemns last night’s killing of four Israeli civilians. We extend our deepest sympathies to the victims’ families. Such brutal, cowardly acts by those who resist peace efforts must not be allowed to undermine the important step that will be taken toward a comprehensive, negotiated settlement tomorrow in Washington, D.C.

Asked about what Canada is doing to help Israel secure information about the condition of kidnapped Israel Defence Forcesā€ˆsoldier Gilad Schalit – a captive of Hamas in Gaza for more than four years – Harper said he wished there was more to be done.

Mr. Speaker, I rise today to present a petition on behalf of Canadian citizens who call upon the House of Commons to urge the release of Gilad Shalit, the Israeli soldier kidnapped by Hamas on sovereign Israeli territory on June 25, 2006.

Mr. Speaker, I am pleased to table a large number of petitions signed by residents in my riding and beyond on the occasion of the one thousandth day of captivity of the kidnapped Israeli soldier, Gilad Shalit.

Alleged misuse of Intraparliamentary Internet

I am now prepared to rule on the question of privilege raised by the hon. member for Notre-Dame-de-Grâce-Lachine on Wednesday, February 4, concerning the alleged misuse of parliamentary equipment and services by the hon. member for Ahuntsic.

I would like to thank the hon. member for Notre-Dame-De-Grâce-Lachine for raising this important matter, the hon. member for Montmorency-Charlevoix-Haute-Côte-Nord and the hon. Parliamentary Secretary to the Minister of Justice for their contributions and the hon. member for Ahuntsic for her statement.

Mr. Speaker, as you know, I am the one who rose in this House yesterday to raise this matter of privilege. I spoke briefly on it at that time and I would just like to acknowledge the statement by the hon. member for Ahuntsic.
 
The hon. member admits in this House that she has failed in one of the fundamental duties of a member of Parliament, which is to act and to work with diligence and care and to make use of the human and material resources allocated to us by the House so that we may fulfill our responsibilities as members.

Mr. Speaker, we have heard the hon. member for Ahuntsic’s apology. However, I would like to raise a few points in connection with this situation.
 
A member of Parliament’s privilege is based on two things: the rights and privileges granted by Parliament. In the course of our duties, we use items provided for the exclusive use of parliamentarians for the purpose of carrying out the mandate we have been given by our fellow citizens.
