PA Emergency Government
Mr. Speaker, yesterday, Canada greeted the new emergency Palestinian government sworn in by President Mahmoud Abbas, who said that his primary objective was to have the embargo lifted on international aid. Yesterday, the minister promised to respond to the humanitarian needs of the Palestinians. Does he intend to put his money where his mouth is and reinstate financial assistance directly from Canada to the Palestinian Authority?

Mr. Speaker, Europe still bears the scars of the Holocaust, the Shoah. The ruins of the former concentration camps are maintained to remind us of the deaths of 6 million Jews. They were exterminated in these camps, although their only crime was living. The moral conscience of humanity demands that we never forget.

Conference on aid for Palestinians
Mr. Speaker, the Palestinian population is already in a hopeless situation that became even worse with the election of Hamas, since humanitarian aid is no longer arriving at its intended destination. Could the Prime Minister not promote an international conference that would begin implementing a structure to allow humanitarian aid to get to the Palestinian people?
CIDA Aid to Palestine
There are other examples of aid projects that are not meeting their intended objectives. Take Palestine, for example. Much of the money intended for the Palestinians is being withheld by Israeli banks, which deprives the population directly.
Humanitarian Aid to Palestine
Mr. Speaker, in reply to my question yesterday, the Minister of International Cooperation said that Canadian humanitarian aid money would not be going to Hamas. What we are talking about is a YWCA day care centre 65% funded by CIDA and sponsored by a Quebec organization, Aide médicale pour la Palestine. These are donations intended for children, not Hamas.
Palestinian Daycare
Mr. Speaker, children in a Palestinian day care centre supported by CIDA are being deprived of medical care because an Israeli bank is refusing to forward donations made to the Quebec organization Aide médicale à la Palestine and meant for those children. Yet the government gave assurances that humanitarian aid would not be affected by the end of Canada’s relations with the Palestinian authority.
